ADOLESCENT GIRL’S EDUCATION FOR LEARNING AND EMPOWERMENT

The Adolescent Girls Initiative For Learning and Empowerment (AGILE) project was designed to address the despairing situation of adolescent girls’ education and empowerment. AGILE is a loan from the World Bank being implemented through the Federal Ministry of Education (FME), under the National Project Coordinating Unit (NPCU). The project provides a holistic approach to improving equitable access to quality education for adolescent girls through improving school infrastructure, providing conditional cash transfers to low-income households, addressing social norms that hinder girls from attending school, and empowering girls with life, digital, and economic empowerment skills.

The project has 3 components:

Sub-components 1.2: Improve learning conditions in existing secondary schools

Sub-components 1.3; Teachers’ Package, 

 

Sub-component 2.1. Promoting social and behavioral change through advocacy and communications,

Sub-component 2.2 Equipping girls in secondary school with life and digital literacy skills

Sub-component 2.3. Financial support package to households,

CODE serves as the Third Party Monitor (TPM) and our objective is to provide necessary monitoring services and verify the completion of works and services executed across the seven participating states (Borno,  Ekiti,  Kaduna, Kano,  Katsina,  Kebbi, and Plateau) in the AGILE project, as outlined in the Results Framework of the Program, Appraisal Document (PAD), the Program Implementation Manual (PIM), and all other relevant project documents.  

In the successful completion of the first year of the AGILE project, a comprehensive mix of primary and secondary data was meticulously collected, covering both quantitative and qualitative aspects. The data collection methods utilized included desk reviews, field visits, interviews, and focus group discussions. CODE has successfully monitored 152 and verified 378 schools across the states. 

Lastly, the AGILE MIS Database System which is a web-based platform has been successfully developed. The MIS serves as a comprehensive repository, it records real-time data on TPM findings, completion of project works and services, issues, and mitigation proposals. The MIS  has monthly, quarterly, bi-annual, and final TPM reports which can be downloaded. Additionally, it provides real-time updates with pictures and video clips showcasing AGILE  State Support Officers (SSO) works and services in TPM focal communities and schools monthly.
